FPS has nothing to do with downloading. These are some casual couses -

1.Check what your HDD is doing. If youre low on RAM and your drive is close to shit - it might not be able to deal with many write/read processes so you would get a slow PC and hard core FPS drops as soon as it starts to do something. (like random virus scans)

2.CPU might be heating up like hell. Check youre temps. Mby you need to clean your PC from dust or even its in the need of a new thermal paste.
