Peaceful faction walling in the enchanting place

As I enchanted at the Magicians monolith earlier today, I saw someone from the peaceful faction mlg1 working on a wall around the whole place. Are peaceful factions allowed to wall in strategic points like this since they can't be fought or claimed over?

TNT can still be used in peaceful faction area, Launch some in and make a hole in that wall.

Its silly that people are allowed to get away wtih things like surround the end, Spawn and Enchanting areas.
