Like upgrading your car in the gamemode NTS who gives you a faster car (but you have to buy the upgrade, and it can only be bought on NTS), and a shooter upgrade who gives you armor.. and so on. And also like a level upgrade, if we take NTS as a example, if there are 10 upgrade levels the first level that you buy for * amount of greencoins gives you better acceleration or top speed ( for a specified car ).
