I fixed some things:

You have to set the number of max players to 32

Bigger cps. 2.25 is too small.

Spawnpoints fixed. It was a big mess. You make more than 32 spawnpoint and some spawnpoint placed in the same co-ordinate. 30 sunrise and 2 Whoopee now.

I put some repair after the start.

Note: I think this start will be a big traffic jam. In your next map find bigger start place.
