Because there's so many maps, the rules are pretty strict. It's hard to make a map which is good enough. Your map is alright but there is already a lot of maps like this.Like BinSlayer said, you can place objects in the world, and with that, create something original. You don't necessarily need to make a whole new world out of them, but you know - basically every route/road in the 'normal' San Andreas world has been used for races already. You can still use them, but make it more original / challenging / fun by adding some inventive stuff.A lot of maps get rejected, and it's really getting harder and harder to come up with inventive stuff that actually works and is fun to play too.
