Then its probably bugged, look at screenshot, i got 200 km/h, had 3 kills, and there were players with 0 kills

I think that random vote should be happening to players with 0 kills first and then to players with more kills ... my opinion

There is a bug on Mix server in DD and SH, when DD or SH starts there are some players that are still downloading and they are not ready.
