Yes you can buy an external drive that just use the usb for power but it won't be as fast as the other drives since it needs slower drives.

Oh, so you have a motherboard with the old PCIe standard. :/

A new motherboard wont really give you more performance but you may be able to overclock it some more and it maybe have some functions that you want (RAID) but it wont give a big performance boost.

It sounds like it could be your BIOS/Motherboard or possibly memory, but unlikely as that would show a POST error.
Have you plugged in all the power cords for your GTX 470?
