Don't reinstall but delete or rename your second garrysmod folder the one located inside a garrysmod folder. Rename it to garrysmod.old or something and then start up gmod again and it should create a new folder. Next is the hard/annoying/tedious/boring/long bit when you have to put in all your addons and gamemodes and everything into this new garrysmod folder.

I saw this and several other hints on that it would most likely be a double update like Njittie said.
