Ive not seen anyone report a cheater in CSS for like 2-3 weeks atleast...
Exactly and I'm also often on IRC Surf channel. Use the "!report" command when you see a hacker so that all CSS admin will be informed. (Please only use the report command in case of hackers or massive spammers/flammers and not when people are spawnkilling and/or telecamping.)
In case that no one is taking care of a hacker problem, go to Mr. Green IRC channel and ask for help.

Although it's nice having a discussion here about various parts... but what is nicer is having parts which people think I'll actually need like exact makes of parts without saying stuff to me about your techy abbreviations which I won't understand (just imagine you're talking to a simpleton :3)
- Get a 2TB HDD and a small SSD for your OS (64GB or 80GB) (Crucial for example)
- Smaller PSU (500 - 550 Watt brand PSU is more than enough)
- If you don't want to overclock, you can also get a I5-2400. But it's your choice.
- The rest is fine.
No need to follow the "RAID discussion". It's stupid, unnecessary and uninteresting for you because you don't fucking need it. It's just something for enthusiasts who have lots of money and upgrading their PC every day.

Raid is stupid and unnecessary. (High risk of data loss) Instead of doing RAID 0 he should get a SSD. A i5-2500k is completely enough when he only wants to play games. A I7-2600K makes sense when he's going to do hardcore HD-Videorendering and such. You are suggesting him expensive things like his parents are uber rich and he also has much money.
700 Watt for what? A 500 - 600 Watt brand PSU is enough. Get a 2TB HDD and a 80 GB SSD and put your OS on the SSD. You don't need 3TB.

The minimal recommended system power given by the manufractures applies to cheap PSUs aka. chinabombs. For instance the gtx 580 with a recommended system power of 600 Watt. A 450 Watt brand PSU handles the card without any problems. One of the most important thing is how many ampere it provides on the 12V rail. Btw: He's got a 1,2 kW PSU (oversized, but meh)from Corsair, which is well known for good quality, so it might be a problem with the rails which cannot provide the power, caused by a manufracture error or something else. Lets wait until he gets his PSU back.

1 Treid reinstallting your graphics drivers?
2 Check your temps (GPU, CPU) while playing.
3 run prime95 (In-place large FFTs mode) for testing your CPU / furmark for your GPU (both for at least 2 hours, but not at the same time!)
4 Test your RAMs (Memtest 86+)
5 do a bios update
Start with number 1. When this won't help then number 2..... and so on...
Also, do you only have this problem with valve games? It's been solved....
