there's a ping limit set for a reason, if player is lagging he'll get marked even at low ping.
it doesn't look like blocking.
about insulting just ignore for now, if he keeps insulting then report again and will take action.

russia is very bad towards neighbours, and what's more sad is some russian people supports those wars to gain territories.
it's clear be russia's puppet or get invaded. such big countries are cancer for rest of world.

Depends on driving style. If going normal. 11L/100km on highway and 16~18L/100km in city. But it can go as high as 35~40L/100km when having fun
