I have a little question, does anyone know what is the program in this picture?

I mean what shows all the stuff in the top and sides, like Media Player, programs etc. And changes the "lowest bar"(bad eng.) which has theWindows logo etc.? I have Rocketdock already.

Arrrrr,Pirate ship When I was on vacations,sometimes there were 3 pirates ships who passed in front of the villa (they carry tourists,they do Hammamet-somewhere but I dunno where)
