It changes after you have played a game. Let's say that after you have played a good game, ended it with a good kill/death ratio, then your skill level will raise. If you chose the option "play now" then you will be put in a game where the most players have the same skill level as you have. The stupid thing about this is that almost everybody uses the server browser instead of the "play now" button.

Check it again. At the end he tried to shoot a pyro, but he was shooting miss for about 3 secs. With aimbot it goes straight towards the head. So I don't know for sure it's aimbot.
