I think I worded it wrong, I meant this one: http://www.srcds.com/. Not the one in the steam tools tab. I know you can get all the models and materials from it without owning the game.

I'm working on a surf map for CSS, slow progress at the moment though. I might post some screenshots later on.

I'm pretty sure that CSS content is free because you can easily obtain it through the Source dedicated server program without having to buy it. PM me xD^ and I'll help out.
