Getting around 35 - 55, mostly in the mid 40's. Connection reliability is very good however this tends to mask problems caused by connection sharing (PS3) or peak-time usage, each of which adversely affect how smooth MTA feels.

I've never tried the Steam version of GTA San Andreas. Some of the latest user reviews are highly critical, on account of the November, 2014 patch purportedly rendering the game unplayable. Here's one such review dated January, 2015:
